Federal Reserve Transparency Act of 2025

To amend title 18, United States Code, to provide a means by which nonresidents of a State whose residents may carry concealed firearms may also do so in the State.

To amend the Education Amendments of 1972 to provide that for purposes of determining compliance with title IX of such Act in athletics, sex shall be recognized based solely on a person’s reproductive biology and genetics at birth.

To amend the Federal Reserve Act to prohibit the Federal reserve banks from offering certain products or services directly to an individual, to prohibit the use of central bank digital currency for monetary policy, and for other purposes.

To criminalize fraudulent statements made with respect to clinical vaccine trials.

To impose sanctions with respect to the International Criminal Court engaged in any effort to investigate, arrest, detain, or prosecute any protected person of the United States and its allies.

To amend the Internal Revenue Code of 1986 to repeal the estate and generation-skipping transfer taxes.

To prohibit actions to carry out the Department of Commerce’s pause in the issuance of new export licenses for certain exports under the Commerce Control List.

To require annual reporting on the availability of Federal funds to persons and entities of China and activities conducted in collaboration with China, and for other purposes.

To improve the biodetection functions of the Department of Homeland Security, and for other purposes.

To require the Transportation Security Administration to streamline the enrollment processes for individuals applying for a Transportation Security Administration security threat assessment for certain programs, including the Transportation Worker Identification Credential and Hazardous Materials Endorsement Threat Assessment programs of the Administration, and for other purposes.

To amend title 14, United States Code, to make appropriations for Coast Guard pay in the event an appropriations Act expires before the enactment of a new appropriations Act, and for other purposes.

To amend the Controlled Substances Act to authorize Homeland Security Investigations to perform certain drug enforcement functions, and for other purposes.

To amend title 18, United States Code, to repeal prohibitions relating to freedom of access to clinic entrances, and for other purposes.

To designate the Air and Marine Operations Marine Unit of the U.S. Customs and Border Protection located at 101 Km 18.5 in Cabo Rojo, Puerto Rico, as the Michel O. Maceda Marine Unit.

To amend the Elementary and Secondary Education Act of 1965 to clarify that the prohibition on the use of Federal education funds for certain weapons does not apply to the use of such weapons for training in archery, hunting, or other shooting sports.

To amend title X of the Public Health Service Act to prohibit requiring a recipient or subrecipient of funds to provide referrals for abortion, and for other purposes.

To amend title 49, United States Code, to permit the use of Federal funds to pay for travel costs of Federal personnel and their pets, and for other purposes.

To amend the Homeland Security Act of 2002 to establish the duties of the Director of the Cybersecurity and Infrastructure Security Agency regarding open source software security, and for other purposes.
