Transportation Megaprojects Accountability and Oversight Act

To amend the Richard B. Russell National School Lunch Act to require the Secretary of Agriculture to make loan guarantees and grants to finance certain improvements to school lunch facilities, to train school food service personnel, and for other purposes.

To amend titles 23 and 49, United States Code, to improve public understanding of how transportation investments are made by public agencies through establishing greater transparency and accountability processes.

To amend the Internal Revenue Code of 1986 to adjust the rate of income tax of a publicly traded corporation based on the ratio of compensation of the corporations highest paid employee to the median compensation of all the corporations employees, and for other purposes.

To amend title 23, United States Code, to extend the authorization for certain alternative fuel and clean vehicles to use HOV facilities, and for other purposes.

To authorize the Attorney General to carry out a pilot program to make grants to entities to develop gun safety technology, and for other purposes.

To establish a Gun Safety Board, and for other purposes.

To direct the Secretary of Health and Human Services to establish and maintain a local gun violence prevention laws database, and for other purposes.

To amend the Employee Retirement Income Security Act of 1974 to establish parity in the treatment of behavioral health and physical health conditions under disability benefit plans.

To amend the Public Health Service Act to establish a grant program to provide self-harm and suicide prevention services in primary care offices, and for other purposes.

To establish an Office of Housing Innovation in the Department of Housing and Urban Development to assist in exploring and developing new approaches for increasing and diversifying the supply of housing and for meeting the challenges of housing shortages, housing affordability, and traffic congestion, and for other purposes.

To amend title 18, United States Code, to improve safety and security for service weapons used by Federal law enforcement officers, and for other purposes.

To amend the Worker Adjustment and Retraining Notification Act to require employers who are ordering a plant closing or mass layoff to cover the cost of an economic impact study in each impacted unit of local government, and for other purposes.

To amend the Employee Retirement Income Security Act of 1974 to provide that any mandatory predispute or coerced postdispute arbitration clause, class action waiver, representation waiver, or discretionary clause with respect to a plan is unenforceable, to prohibit any such clause or waiver from being included in a plan document or other agreement with plan participants, and for other purposes.

To direct the Secretary of Labor to establish a renewable energy transition grant program and to establish a National Employment Corps, and for other purposes.

To amend the Child Nutrition Act of 1966 to require the provision of training and information to certain personnel relating to food allergy identification and response, and for other purposes.

To amend the Act of March 4, 1913, to establish the Bureau of International Labor Affairs within the Department of Labor, and for other purposes.

To direct the Secretary of Health and Human Services to identify, review, and implement effective interventions in Head Start programs, and for other purposes.

To improve technology and address human factors in aviation safety, and for other purposes.

To provide whistleblower protections to certain workers in the offshore oil and gas industry.
