To amend the Internal Revenue Code of 1986 to prohibit treatment of certain distributions and reimbursements for certain abortions as qualified medical expenses.

To amend title 1, United States Code, to clarify that certain tax exemptions are not treated as Federal financial assistance.

To require the Secretary of Homeland Security to immediately initiate removal proceedings for aliens whose visas are revoked on security or related grounds.
