To amend the Public Health Service Act to prohibit the Director of the National Institutes of Health from conducting or funding research that causes significant pain or distress to a dog or cat, and for other purposes.

To amend the Immigration and Nationality Act to ensure the timely completion of all removal proceedings.

To amend the Federal Meat Inspection Act to exempt from inspection the slaughter of animals and the preparation of carcasses conducted at a custom slaughter facility, and for other purposes.
