Tribal Gaming Regulatory Compliance Act

To amend the Internal Revenue Code of 1986 to provide critical businesses with a tax credit for electric generators placed in service in certain high risk disaster areas.

To amend title 18, United States Code, to assert jurisdiction over murders committed by certain inadmissible or deportable aliens.

To amend title 38, United States Code, to ensure that certain health care contractors of the Department of Veterans Affairs are subject to Federal tort claims laws, to improve the accountability of physicians of the Department, and for other purposes.

To require the Secretary of Veterans Affairs to award grants to nonprofit organizations to assist such organizations in carrying out programs to provide service dogs to eligible veterans, and for other purposes.

To amend title 38, United States Code, to limit the authority of the Secretary of Veterans Affairs to deny the claim of a veteran for benefits under the laws administered by such Secretary on the sole basis that such veteran failed to appear for a medical examination associated with such claim.

To increase, effective as of December 1, 2025, the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.

To amend the Immigration and Nationality Act to provide that aliens who have been convicted of or who have committed an offense related to entering military, naval, or coast guard property, are inadmissible and deportable.

To direct the Secretary of Homeland Security to submit a report to Congress on crimes committed by individuals granted parole under the Immigration and Nationality Act.

To direct the Secretary of Homeland Security to conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria with an affiliation with a Foreign Terrorist Organization or a Specially Designated Global Terrorist Organization, and for other purposes.

To establish vetting standards for the placement of unaccompanied alien children with sponsors, and for other purposes.

To publicize U.S. Customs and Border Protection operational statistics and report on foreign terrorist organizations.

To amend title 10, United States Code, to direct the Secretary of Defense to include certain tests as part of the periodic health assessments provided to members of the Armed Forces.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to include an additional permissible use of amounts provided as grants under the Byrne JAG program, and for other purposes.

To increase, effective as of December 1, 2024, the rates of compensation for veterans with service-connected disabilities and the rates of dependency and indemnity compensation for the survivors of certain disabled veterans, and for other purposes.
