To amend title 31, United States Code, to authorize transportation of officers and employees of Federal agencies returning from space, and for other purposes.

Supporting the goals and ideals of San Jacinto Day in recognition of April 21, 1836, the date on which General Sam Houston and the Texan Army defeated the Mexican Army winning Texas independence from Mexico.

To prohibit the Administrator of the Federal Motor Carrier Safety Administration from issuing a rule or regulation requiring certain vehicles to be equipped with speed limiting devices, and for other purposes.
