To amend the Federal Food, Drug, and Cosmetic Act to authorize requiring the manufacturers of a covered device to disclose to a patient all patient-specific data that is recorded or transmitted by the device and accessible to the manufacturer, and for other purposes.

To establish universal child care and early learning programs.

To require the Commissioner of Social Security, the Administrator of the Centers for Medicare and Medicaid Services, the Commissioner of Internal Revenue, the Secretary of Veterans Affairs, and the Secretary of Housing and Urban Development to certify to Congress that any planned staffing cuts or regional field office closures will not impact the provision of Congressionally-authorized services, and for other purposes.

To direct the United States Fire Administration to develop a comprehensive strategy to improve equipment, training, and staffing standards for firefighter Rapid Intervention Teams, including those Teams that respond to port facility fires, and for other purposes.

To amend title 28, United States Code, to prohibit the issuance of nationwide injunctions from single-judge divisions of U.S. District Courts.

To require the priority and consideration of using native plants in Federal projects, and for other purposes.

To provide funding to summer youth employment programs to expand the availability of subsidized jobs for youths and to develop innovative program activities that improve academic, economic, and criminal justice outcomes for youths, and for other purposes.

To amend title V of the Social Security Act to extend funding for the family-to-family health information centers.

To provide funding to the Bureau of Prisons, States, and localities to carry out mental health screenings and provide referrals to mental healthcare providers for individuals in prison or jail.

To amend title 18, United States Code, to require a Federal firearms licensee to provide secure firearms storage information to a prospective firearm transferee, and to amend the Internal Revenue Code of 1986 to provide a gun safe credit, and for other purposes.

To direct the Secretary of Education to award grants to State educational agencies for the purpose of implementing, administering, and evaluating programs that provide tutoring to students in elementary and secondary schools, and for other purposes.

To amend the Internal Revenue Code of 1986 to extend expensing of environmental remediation costs.

To modify the measure and use of the poverty line issued by the Secretary of Health and Human Services to more accurately account for the basic needs of families and regional costs of living.

To amend the Internal Revenue Code of 1986 to provide tax incentives for the establishment and operation of small food retail businesses in areas with high food retail concentration and low levels of competition.

To amend title 32, United States Code, to clarify certain limitations on full-time National Guard duty performed in a State, Territory, or the District of Columbia, and for other purposes.

To expand labor representation on State and local workforce development boards, to provide a definition of labor organization, and for other purposes.

To provide funding to State and local law enforcement agencies to combat auto theft and stolen automobile trafficking, and for other purposes.
