To amend title 13, United States Code, to direct the Secretary of Commerce to conduct a mid-decade census of population for the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands, and for other purposes.

Condemning the Hamas attacks of October 7, 2023, and calling for Hamas and its leaders to immediately and unconditionally surrender and to release the hostages, including Americans.

To amend title 38, United States Code, to authorized the Secretary of Veterans Affairs to furnish headstones and markers for certain veterans for whom urns were previously furnished when such veterans are interred with other eligible individual, and for other purposes.

To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to provide or assist in providing a vehicle adapted for operation by disabled individuals to certain eligible persons, to pay expenses associated with the delivery of such vehicle, and for other purposes.

To amend the definition of State in title I of the Omnibus Crime Control and Safe Streets Act of 1968, and for other purposes.

To amended title 46, United States Code, to prohibit certain contracts for port operations and management, and for other purposes.

To amend the Endangered Species Act of 1973 to optimize conservation through resource prioritization, incentivize wildlife conservation on private lands, provide for greater incentives to recover listed species, create greater transparency and accountability in recovering listed species, and limit reasonable and prudent measures.

Recognizing the importance of trilateral cooperation among the United States, Japan, and South Korea.

To amend title 10, United States Code, to require payments to contractors for subcontracting with Pacific Insular Area concerns, and for other purposes.

Recognizing the continued success of the Food for Peace Act.

To restore the ability of the people of American Samoa to approve amendments to the territorial constitution based on majority rule in a democratic act of self-determination, as authorized pursuant to an Act of Congress delegating administration of Federal territorial law in the territory to the President, and to the Secretary of the Interior under Executive Order 10264, dated June 29, 1951, under which the Constitution of American Samoa was approved and may be amended without requirement for further congressional action, subject to the authority of Congress under the Territorial Clause in article IV, section 3, clause 2 of the United States Constitution.

Supporting the designation of July 21, 2024, as Guam Liberation Day.
