SAFEGUARDS Act of 2025

To amend the Internal Revenue Code of 1986 to modify the procedural rules for penalties.

To amend title 28, United States Code, to provide for the appointment of additional Federal circuit judges, to divide the Ninth Judicial Circuit of the United States into two judicial circuits, and for other purposes.

To require a full audit of the Board of Governors of the Federal Reserve System and the Federal reserve banks by the Comptroller General of the United States, and for other purposes.

To amend title 18, United States Code, to punish criminal offenses targeting first responders, and for other purposes.

To amend the Elementary and Secondary Education Act of 1965 to prevent the use of funds under such Act to teach or advance concepts related to gender ideology, and for other purposes.

American Voices in Federal Lands Act

To amend the Small Business Investment Act of 1958 to increase the amount that may be invested in small business investment companies.

Expressing support for the designation of July 10, 2025, as Journeyman Lineworkers Recognition Day.

To require a citizenship question on the decennial census, to require reporting on certain census statistics, and to modify apportionment of Representatives to be based on United States citizens instead of all individuals.

To modify the responsibilities and authorities of the Director of National Intelligence, to reform the Office of the Director of National Intelligence, and for other purposes.
