To reduce, from 21 years of age to 18 years of age, the minimum age at which a person may obtain a handgun from a Federal firearms licensee.

To prohibit the issuance of the rule entitled Upholding Civil Service Protections and Merit System Principles or any successor rule.

To amend title 40, United States Code, to establish an expiration date of certain committee resolutions with respect to leases or projects, and for other purposes.

To require the Secretary of Energy to withdraw a proposed rule relating to energy conservation standards for consumer water heaters.

To provide for a right of action against Federal employees for violations of First Amendment rights.

To terminate the Disinformation Governance Board of the Department of Homeland Security and to prohibit the use of Federal funds to establish any other similar Board, and for other purposes.

To clarify the inability of the President to declare national emergencies under the National Emergencies Act, major disasters or emergencies under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and public health emergencies under the Public Health Service Act on the premise of climate change, and for other purposes.

To amend title 5, United States Code, to prohibit investments under the Thrift Savings Plan in certain mutual funds that make investment decisions based primarily on environmental, social, or governance criteria, and for other purposes.

To freeze hiring activities at the United States Agency for Global Media, and for other purposes.

To amend the National Labor Relations Act to adjust the dollar thresholds for National Labor Relations Board jurisdiction over certain labor disputes, and for other purposes.

To prohibit the Administrator of the Federal Motor Carrier Safety Administration from issuing a rule or regulation requiring certain vehicles to be equipped with speed limiting devices, and for other purposes.

To clarify the treatment of 2 or more employers as joint employers under the National Labor Relations Act and the Fair Labor Standards Act of 1938.

To amend the Internal Revenue Code of 1986 to make permanent certain provisions of the Tax Cuts and Jobs Act affecting individuals, families, and small businesses, and for other purposes.

To limit donations made pursuant to settlement agreements to which the United States is a party, and for other purposes.

To amend title II of the Social Security Act to exclude from creditable wages and self-employment income wages earned for services by aliens illegally performed in the United States and self-employment income derived from a trade or business illegally conducted in the United States.

To require the Secretary of the Interior to reissue regulations removing the gray wolf from the list of endangered and threatened wildlife under the Endangered Species Act of 1973.

To prohibit the receipt of Federal financial assistance by sanctuary cities, and for other purposes.

To require that any person that maintains an internet website or that sells or distributes a mobile application that stores and maintains information collected from such website or application in the People’s Republic of China to disclose that such information is stored and maintained in the People’s Republic of China and whether the Chinese Communist Party or a Chinese State-owned entity has access to such information.

To amend the Internal Revenue Code of 1986 to remove short-barreled rifles, short-barreled shotguns, and certain other weapons from the definition of firearms for purposes of the National Firearms Act, and for other purposes.

To require the head of an agency to issue and sign any rule issued by that agency, and for other purposes.
