TIER Act of 2025

TRAPS Act

To amend the Public Health Service Act to carry out, expand, and coordinate programs relating to plastic exposure health research, to authorize grants, contracts, and agreements with respect to such research, and for other purposes.

To designate the facility of the United States Postal Service located at 201 West Oklahoma Avenue in Guthrie, Oklahoma, as the Oscar J. Upham Post Office.

To require the Secretary of the Treasury to mint coins in commemoration of the 2028 Olympic and Paralympic Games in Los Angeles, California, and the 2034 Olympics and Paralympic Winter Games in Salt Lake City, Utah.

To establish a military service medal to be issued to members of the Armed Forces who served in support of operations related to the Iran-Israel War, including Operation Midnight Hammer.

Lowering Broadband Costs for Consumers Act of 2025

To amend title 5, United States Code, to provide increased locality pay rates to certain Bureau of Prisons employees whose duty stations are located in the pay locality designated as Rest of U.S., and for other purposes.

To amend the Food and Nutrition Act of 2008 to authorize the Secretary of Agriculture to enter into self-determination contracts and self-governance agreements with Indian entities to administer the food distribution program on Indian reservations.

To direct the Secretary of Defense to conduct a study on the feasibility of, and cost associated with, equipping all fixed wing and rotary wing aircraft of the Department of Defense that operate in highly trafficked domestic airspaces with air-to-air and air-to-ground collision detection systems, and for other purposes.

To waive certain legal requirements to permit the Director of the National Weather Service to expeditiously hire for positions that are critical for public safety, and for other purposes.

Energy Choice Act

To amend the Financial Stability Act of 2010 to require the Financial Stability Oversight Council to consider alternative approaches before determining that a U.S. nonbank financial company shall be supervised by the Board of Governors of the Federal Reserve System, and for other purposes.

To require the Secretary of Agriculture to establish a New World screwworm fly rearing facility, and for other purposes.

To amend the Federal Reserve Act to require the Board of Governors of the Federal Reserve System to carry out a review of discount window operations and to implement improvements to such operations, and for other purposes.

To raise the consolidated assets threshold under the small bank holding company policy statement, and for other purposes.

To amend the Fair Credit Reporting Act to prevent consumer reporting agencies from furnishing consumer reports under certain circumstances, and for other purposes.

To curtail the political weaponization of Federal banking agencies by eliminating reputational risk as a component of the supervision of depository institutions.
