Home Health Stabilization Act of 2025

To amend the Implementing Recommendations of the 9/11 Commission Act of 2007 to codify the Transportation Security Administration’s responsibility relating to securing pipeline transportation and pipeline facilities against cybersecurity threats, acts of terrorism, and other nefarious acts that jeopardize the physical security or cybersecurity of pipelines, and for other purposes.

To amend part E of title IV of the Social Security Act to address or assist in resolving the shortage of appropriate foster homes for children, to develop resources to keep sibling groups together, and to provide for a system of checks and balances to ensure a child’s ongoing safety and well-being, by providing for the placement of a foster child in cottage family homes and making a child so placed eligible for foster care maintenance payments.

To direct the Secretary of Defense to carry out a grant program to increase cooperation on post-traumatic stress disorder research between the United States and Israel.

To amend title 10 to shorten breach reporting timelines, increase program transparency, and improve congressional oversight of Department of Defense cost overruns with respect to the cost growth for major systems, and for other purposes.

To amend title 10, United States Code, to provide for consistency, transparency, and fairness with respect to medical evaluations to determine fitness to serve as members of the Armed Forces, and for other purposes.

To improve accountability in the disaster loan program of the Small Business Administration, and for other purposes.

To clarify the Holocaust Expropriated Art Recovery Act of 2016, to appropriately limit the application of defenses based on the passage of time and other non-merits defenses to claims under that Act.
