Lowering Broadband Costs for Consumers Act of 2025

To increase access to broadband telecommunications services in rural areas, to increase minimum broadband speeds in rural areas, and to provide grants, loans, and loan guarantees to finance the costs of the construction, improvement, and acquisition of facilities and equipment for broadband service in rural areas, and other purposes.

To amend the Food, Conservation, and Energy Act of 2008 to establish a precision agriculture loan program, and for other purposes.

To amend the Animal Health Protection Act to improve the prevention of the spread of animal diseases, and for other purposes.

To ensure that residents of covered federally assisted rental housing may lawfully possess firearms, and for other purposes.

To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to reauthorize the Genome to Phenome Initiative, and for other purposes.

To amend the Internal Revenue Code of 1986 to exempt qualified student loan bonds from the volume cap and the alternative minimum tax.
