FRESHER Act of 2025

To require regulation of wastes associated with the exploration, development, or production of crude oil, natural gas, or geothermal energy under the Solid Waste Disposal Act, and for other purposes.

To amend the Public Health Service Act with regard to research on asthma, and for other purposes.

Expressing support for the designation of Prematurity Awareness Month.

To amend title 38, United States Code, to improve the VA Work-Study program.

Stop Excessive Force in Immigration Act of 2025

To amend section 2680 of title 18, United States Code, to provide for an exception to the Federal Tort Claims Act.

To amend section 214(g)(5) of the Immigration and Nationality Act to remove the numerical limitation on nonimmigrant aliens issued a visa or otherwise provided status under section 101(a)(15)(H)(i)(b) of such Act in the case of an alien who is employed at the Department of Veterans Affairs, and for other purposes.

To restore limited, free telephone service for detainees to facilitate consultations with legal counsel and to maintain ties with their families, and for other purposes.

Supporting the goals and ideals of October as National Domestic Violence Awareness Month.

To encourage States to report to the Attorney General certain information regarding inmates who give birth in the custody of law enforcement agencies, and for other purposes.

Commemorating October 2025 as Head Start Awareness Month and recognizing its positive impact on more than 40,000,000 children and their families.

To require a report on expenditures for contracts for advertising services, and for other purposes.

Recognizing the importance of Spanish-language media in the United States.

Declaring a need for increased investments in youth mental health, recognizing May 31, 2026, as Youth Mental Health Day, recognizing September 9, 2026, annually as Youth Suicide Prevention Day, and for other purposes.

To establish a grant program to assist eligible entities in developing or expanding behavioral health crisis response programs that do not rely primarily on law enforcement, and for other purposes.

To direct the Attorney General to establish a grant to support communities transitioning to health-centered responses for mental health-related emergencies.

Expressing concern about the growing problem of book banning and the proliferation of threats to freedom of expression in the United States.

To provide reimbursement to certain Federal employees for childcare expenses during the lapse in appropriations beginning on or about October 1, 2025.

To amend the Richard B. Russell National School Lunch Act to require mandatory certification for certain students and reduce stigma associated with unpaid school meal fees, and for other purposes.
