To create requirements relating to memorials submitted pursuant to Article V of the Constitution of the United States, and for other purposes.

To amend the Fair Labor Standards Act of 1938 to revise the definition of the term tipped employee, and for other purposes.

To establish a national commission on fiscal responsibility and reform, and for other purposes.

To modify the prohibition on recognition by United States courts of certain rights relating to certain marks, trade names, or commercial names.

To combat forced organ harvesting and trafficking in persons for purposes of the removal of organs, and for other purposes.

To establish limitations on the amount of debt issued by the United States which may be held by foreign governments, entities, and individuals.

To amend chapter 44 of title 18, United States Code, to define State of residence and resident, and for other purposes.

To amend the Internal Revenue Code of 1986 to permit certain expenses associated with obtaining or maintaining recognized postsecondary credentials to be treated as qualified higher education expenses for purposes of 529 accounts.

To close loopholes in the immigration laws that serve as incentives to aliens to attempt to enter the United States unlawfully, and for other purposes.

To amend title 31, United States Code, to require the Chief Operating Officer of each agency to compile a list of unnecessary programs, and for other purposes.

To amend title X of the Public Health Service Act to prohibit family planning grants from being awarded to any entity that performs abortions, and for other purposes.

To expand the take-home prescribing of methadone through pharmacies.

To establish procedures regarding the approval of opioid drugs by the Food and Drug Administration.

To direct the Secretary of Health and Human Services to amend the mission statement of the Food and Drug Administration.

To enhance safety requirements for trains transporting hazardous materials, and for other purposes.

To amend the Controlled Substances Act to list fentanyl-related substances as schedule I controlled substances.
