Federal Reserve Transparency Act of 2025

To amend title 18, United States Code, to provide a means by which nonresidents of a State whose residents may carry concealed firearms may also do so in the State.

To amend the Internal Revenue Code of 1986 to make permanent certain provisions of the Tax Cuts and Jobs Act affecting individuals, families, and small businesses, and for other purposes.

To amend the Immigration and Nationality Act with respect to aliens associated with criminal gangs, and for other purposes.

To amend chapter 8 of title 5, United States Code, to provide that major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law.

To end preferences for disadvantaged individuals and businesses in Government contracts, and for other purposes.

To prohibit certain business concerns from receiving assistance from the Small Business Administration, and for other purposes.

To amend the Department of Energy Organization Act to secure midstream processing of critical materials, and for other purposes.

To amend the Clean Air Act to eliminate a waiver under that Act, to eliminate an authorization for States to use new motor vehicle emission and new motor vehicle engine emissions standards identical to standards adopted in California, and for other purposes.

To prohibit actions recognizing the Islamic Emirate of Afghanistan, and for other purposes.

To require an institution of higher education that becomes aware that a student having nonimmigrant status under subparagraph (F)(i) or (J) of section 101(a)(15) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(15)) has endorsed or supported a foreign terrorist organization to notify the SEVIS, and for other purposes.

To amend title 31, United States Code, to exempt entities subject to taxation under section 528 of the Internal Revenue Code of 1986 from certain beneficial ownership reporting requirements.

To amend the Northern Border Security Review Act to require updates to the northern border threat analysis and northern border strategy, and for other purposes.

To prohibit certain businesses and persons from purchasing real estate adjacent to covered Federal lands in the United States, and for other purposes.

To amend the Federal Reserve Act to prohibit the Federal reserve banks from offering certain products or services directly to an individual, to prohibit the use of central bank digital currency for monetary policy, and for other purposes.

To direct the Secretary of State to develop a strategy to obtain membership status for Taiwan in the International Criminal Police Organization, and for other purposes.

To provide for congressional oversight of proposed changes to arms sales to Israel.
