To amend the Food and Nutrition Act of 2008 to transition the Commonwealth of Puerto Rico to the supplemental nutrition assistance program, and for other purposes.

To amend the Food and Nutrition Act of 2008 to require that supplemental nutrition assistance program benefits be calculated using the value of the low-cost food plan, and for other purposes.

HIV Prevention Now Act

To amend title XXVII of the Public Health Service Act, titles XVIII, XIX, and XXI of the Social Security Act, and title 5, United States Code, to require no-cost coverage of certain HIV prevention services.

To provide for conditional lawful permanent residency for certain aliens.

To extend the SBIR and STTR programs, and for other purposes.

To decriminalize and deschedule cannabis, to provide for reinvestment in certain persons adversely impacted by the War on Drugs, to provide for expungement of certain cannabis offenses, and for other purposes.

To provide for congressional oversight of domestic use of the reserve components of the Armed Forces, and for other purposes.

To amend the Foreign Assistance Act of 1961 to require a section on reproductive rights in the Annual Country Reports on Human Rights Practices, and for other purposes.
