To amend title 5, United States Code, to provide for special base rates of pay for wildland firefighters, and for other purposes.

To amend the Agricultural Act of 2014 to improve a program that provides livestock disaster assistance, and for other purposes.

To modify the procedures for issuing special recreation permits for certain public land units, and for other purposes.

To amend the Forest and Rangeland Renewable Resources Planning Act of 1974 and the Federal Land Policy and Management Act of 1976 to provide for circumstances under which reinitiation of consultation is not required under a land and resource management plan or land use plan under those Acts, and for other purposes.

To ensure that all federally recognized Indian Tribes that are eligible for gaming in the United States are regulated under the Indian Gaming Regulatory Act, and for other purposes.

To create a safe harbor for insurers engaging in the business of insurance in connection with a cannabis-related legitimate business, and for other purposes.

To create protections for financial institutions that provide financial services to State-sanctioned marijuana businesses and service providers for such businesses, and for other purposes.

To impose sanctions with respect to trafficking of illicit fentanyl and its precursors by transnational criminal organizations, including cartels, and for other purposes.
