SHIPS for America Act of 2025

To amend title 18, United States Code, to punish the distribution of fentanyl resulting in death as felony murder.

Supporting the mission and goals of National Fentanyl Awareness Day in 2025, including increasing individual and public awareness of the impact of fake or counterfeit fentanyl pills on families and young people.

Designating the week of April 19 through April 27, 2025, as National Park Week.

To amend title 10, United States Code, to establish requirements relating to long-term concessions agreements between the Secretary of Defense and retailers controlled by covered nations, and for other purposes.

To amend title 28, United States Code, to clarify that international organizations are not immune from the jurisdiction of the courts of the United States in certain cases related to terrorism.

To provide that persons having seriously delinquent tax debts shall be ineligible for employment by the Internal Revenue Service.

Honoring the life of the Honorable John Bennett Johnston, Jr., former Senator for the State of Louisiana.

To amend title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs.

To amend the Higher Education Act of 1965 to strengthen disclosure requirements relating to foreign gifts and contracts, to prohibit contracts between institutions of higher education and certain foreign entities and countries of concern, and for other purposes.

To modify the minimum required weight of orange juice soluble solids.

To prohibit the Secretary of Labor from constraining the range or type of investments that may be offered to participants and beneficiaries of individual retirement accounts who exercise control over the assets in such accounts.

To amend title XVI of the Social Security Act to update the resource limit for supplemental security income eligibility.

To amend the Internal Revenue Code of 1986 to repeal the firearm transfer tax, and for other purposes.

To require the Administrator of the Centers for Medicare & Medicaid Services and the Commissioner of Social Security to review and simplify the processes, procedures, forms, and communications for family caregivers to assist individuals in establishing eligibility for, enrolling in, and maintaining and utilizing coverage and benefits under the Medicare, Medicaid, CHIP, and Social Security programs respectively, and for other purposes.

Sanctioning Russia Act of 2025

To amend the Internal Revenue Code of 1986 to remove short-barreled rifles, short-barreled shotguns, and certain other weapons from the definition of firearms for purposes of the National Firearms Act, and for other purposes.

Honoring the life of the Honorable Alan K. Simpson, former Senator for the State of Wyoming.

Recognizing the 204th anniversary of the independence of Greece and celebrating democracy in Greece and the United States.
