To improve the requirement for the Director of the National Institute of Standards and Technology to establish testbeds to support the development and testing of trustworthy artificial intelligence systems and to improve interagency coordination in development of such testbeds, and for other purposes.

To amend Public Law 88–657 to require greater transparency in the consideration of projects for the Forest Service Legacy Road and Trail Remediation Program, and for other purposes.

To prohibit the Administrator of the Environmental Protection Agency from finalizing, implementing, or enforcing a proposed rule with respect to emissions from vehicles, and for other purposes.

To consolidate or repeal unnecessary agency major rules, and for other purposes.

To prohibit any official action to recognize or normalize relations with any Government of Syria that is led by Bashar al-Assad.

To amend the Internal Revenue Code of 1986 to provide for a refundable adoption tax credit.

To amend the State Department Basic Authorities Act of 1956 to require certain congressional notification prior to entering into, renewing, or extending a science and technology agreement with the People’s Republic of China, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide for an exclusion for assistance provided to participants in certain veterinary student loan repayment or forgiveness programs.

To require the Director of the United States Fish and Wildlife Service and the Assistant Administrator for Fisheries of the National Oceanic and Atmospheric Administration to withdraw proposed rules relating to the Endangered Species Act of 1973, and for other purposes.

To promote remediation of abandoned hardrock mines, and for other purposes.

To help small businesses prepare for and combat cybersecurity threats, and for other purposes.

To require ports of entry along the northern border to remain open as many hours per day as they were open prior to the COVID–19 pandemic.

To extend the Secure Rural Schools and Community Self-Determination Act of 2000.

To amend the Internal Revenue Code of 1986 to expand and improve health savings accounts, and for other purposes.

To provide for the creation of the missing Armed Forces and civilian personnel Records Collection at the National Archives, to require the expeditious public transmission to the Archivist and public disclosure of missing Armed Forces and civilian personnel records, and for other purposes.

To amend title V of the Social Security Act to support stillbirth prevention and research, and for other purposes.

To amend the National Labor Relations Act and the Labor Management Relations Act, 1947 to deter labor slowdowns and prohibit labor organizations from blocking modernization efforts at ports of the United States, and for other purposes.

To provide for congressional review of actions to terminate or waive sanctions imposed with respect to Iran.

To amend the Omnibus Public Land Management Act of 2009 to authorize certain extraordinary operation and maintenance work for urban canals of concern.
