To require the conduct of winter season reconnaissance of atmospheric rivers on the West Coast of the United States, and for other purposes.

To amend the Reclamation States Emergency Drought Relief Act of 1991 and the Omnibus Public Land Management Act of 2009 to provide grants to States and Indian Tribes for programs to voluntarily repurpose agricultural land to reduce consumptive water use, and for other purposes.

To permit legally married same-sex couples to amend their filing status for tax returns outside the statute of limitations.

To prohibit commercial sexual orientation conversion therapy, and for other purposes.

Expressing opposition to the use of State power against people in the United States seeking essential health care, including criminalization of the full range of sexual and reproductive health care such as abortion, gender-affirming care, and contraceptive care, and disapproving of State punishment of people for their pregnancy outcomes.
