To amend title 40, United States Code, to require a majority of the members of the Commission of Fine Arts to be residents of the District of Columbia.

Expressing support for the designation of September 2023 as National Campus Sexual Assault Awareness Month.

Expressing support for the designation of September 2023 as Peace Month and calling on Congress to take action to promote peace.

Expressing support for the designation of September 23, 2023, as Mary Church Terrell Day, and calling on Congress to recognize Mary Church Terrell’s lasting contributions to the civil rights and women’s rights movements.

To provide for interim appropriations for the District of Columbia courts and related agencies with respect to any fiscal year for which appropriations are not otherwise provided for such courts and agencies.

Expressing support for dance as a form of valuable exercise and of artistic expression, and for the designation of September 16, 2023, as National Dance Day.

To establish the United States Commission on an Open Society with Security.

To amend title VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act of 1967, the Fair Labor Standards Act of 1938, the Americans with Disabilities Act of 1990, the Rehabilitation Act of 1973, and the Genetic Information Nondiscrimination Act of 2008 to require that individuals who perform work for employers as independent contractors be treated as employees.

To amend the District of Columbia Home Rule Act to permit the Chairman of the Council of the District of Columbia to transmit Acts of the District of Columbia to Congress in electronic form.

Honoring the 60th anniversary of the March on Washington for Jobs and Freedom, and calling on Congress to fulfill the demands of the March participants, including decent housing, the right to vote, and a fair wage.

Expressing support for the designation of August 22, 2023, as national Chuck Brown Day, and honoring his contributions to music and to the District of Columbia.

To direct the Postmaster General to issue a forever stamp depicting Bayard Rustin, and for other purposes.

To revise the composition of the Board of Zoning Adjustment for the District of Columbia so that the Board will consist solely of members appointed by the government of the District of Columbia, except when the Board is performing functions regarding an application by a foreign mission with respect to a chancery.

To remove cost-of-living adjustments and locality adjustment payments from the calculation of certain limits on the pay of Federal employees, and for other purposes.

To amend title 40, United States Code, to prohibit the Commission of Fine Arts from exercising authority over non-Federal property in the District of Columbia, and for other purposes.

To amend title 40, United States Code, to remove the authority of the National Capital Planning Commission with respect to property owned by the District of Columbia, and for other purposes.

To revise the composition of the Zoning Commission for the District of Columbia so that the Commission will consist solely of members appointed by the government of the District of Columbia.

To require the Director of the Court Services and Offender Supervision Agency for the District of Columbia and the Director of the Pretrial Services Agency for the District of Columbia to reside in the District of Columbia.

To provide an individual with an eligible medical condition access to employee restroom facilities of a retail establishment under certain conditions, and for other purposes.

To expand the mission of the National Park Service to include active use of System units located in urban areas, and for other purposes.
