To amend the Elementary and Secondary Education Act of 1965 to clarify that the prohibition on the use of Federal education funds for certain weapons does not apply to the use of such weapons for training in archery, hunting, or other shooting sports.

To designate the facility of the United States Postal Service located at 1106 Main Street in Bastrop, Texas, as the Sergeant Major Billy D. Waugh Post Office.

To require a study of rural weather monitoring systems.

To develop the next generation of weather radar, authorize supplemental gap radar coverage, and for other purposes.

To prohibit certain Federal activity with respect to the promotion of Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Pride Month and the display of flags representing sexual orientation or gender identity on Federal property or grounds, and for other purposes.

To require the Comptroller General of the United States to submit reports to Congress on theft of mail and United States Postal Service property, and for other purposes.

To clarify the treatment of 2 or more employers as joint employers under the National Labor Relations Act and the Fair Labor Standards Act of 1938.

To amend the Higher Education Act of 1965 to ensure campus access at public institutions of higher education for religious groups.

To authorize the Secretary of State to negotiate regional immigration agreements, and for other purposes.

To amend title 17, United States Code, to reaffirm the importance of, and include requirements for, works incorporated by reference into law, and for other purposes.

To direct the Secretary of the Interior to issue an oil and gas leasing program under section 18 of the Outer Continental Shelf Lands Act, and for other purposes.

To exempt from the Lacey Act and the Lacey Act Amendments of 1981 certain water transfers between any of the States of Texas, Arkansas, and Louisiana, and for other purposes.

To amend the DNA Analysis Backlog Elimination Act of 2000 to reauthorize the Debbie Smith DNA Backlog Grant Program, and for other purposes.

To amend the Internal Revenue Code of 1986 to make permanent certain provisions of the Tax Cuts and Jobs Act affecting individuals, families, and small businesses, and for other purposes.

To amend the CARES Act to remove a requirement on lessors to provide notice to vacate, and for other purposes.

To require a study on Holocaust education efforts of States, local educational agencies, and public elementary and secondary schools, and for other purposes.

To amend the Defense Production Act of 1950 to prohibit certain foreign countries from purchasing or leasing property near sensitive sites, and for other purposes.

To amend the National Voter Registration Act of 1993 to prohibit a State from registering an individual to vote in elections for Federal office held in the State unless the individual provides documentary proof that the individual is a citizen of the United States.

To amend chapter 8 of title 5, United States Code, to provide that major rules of the executive branch shall have no force or effect unless a joint resolution of approval is enacted into law.

To amend title 18, United States Code, to provide a means by which nonresidents of a State whose residents may carry concealed firearms may also do so in the State.
