Freedom to Heal Act of 2025

To amend title 18, United States Code, to improve the Federal carjacking statute.

Honoring the service and sacrifice of America’s veterans on Veterans Day, 2025.

To award a Congressional gold medal to Major Thomas D. Howie, in recognition of his bravery and outstanding service during the Battle of Normandy.

To ensure that certain operations, functions, and services of the Federal Government relating to enforcement of firearms laws and firearm export licensing continue during a lapse in appropriations.

To improve the visibility, accountability, and oversight of agency software asset management practices, and for other purposes.

Making continuing appropriations for military pay in the event of a Government shutdown.

To direct the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in United States military cemeteries overseas under markers that incorrectly represent their religion and heritage, and for other purposes.

To withhold certain transportation program funds from States that grant drivers licenses to illegal immigrants or fail to share information about criminal aliens with the Federal Government.

To restrict certain Federal grants for States that grant driver licenses to illegal immigrants and fail to share information about criminal aliens with the Federal Government.

Restore Trust in Congress Act

To prohibit the award of Federal education funds to educational institutions and agencies that do not allow for religious exemptions to vaccination requirements, and for other purposes.

To clarify protections related to sex and sex-segregated spaces and to activities under title IX of the Education Amendments of 1972.

To amend the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to direct the Secretary of Homeland Security and the Attorney General to develop a database of sanctuary jurisdictions, prohibit Federal funds from being obligated or expended with respect to such jurisdictions, and for other purposes.

To amend the Immigration and Nationality Act to provide that an alien who has been convicted of harming animals used in law enforcement is inadmissible and deportable, and for other purposes.

To amend the Public Health Service Act to end the liability shield for vaccine manufacturers, and for other purposes.

To amend the Federal Meat Inspection Act to exempt from inspection the slaughter of animals and the preparation of carcasses conducted at a custom slaughter facility, and for other purposes.

To amend title VII of the Civil Rights Act of 1964 to prohibit discrimination against employees on the basis of expression that describes, asserts, or reinforces the binary or biological nature of sex.

To amend the Civil Rights Act of 1964 and the Fair Housing Act to prohibit disparate-impact claims.
