Expressing support for the diplomatic relations required to encourage the Government of Mexico to fulfill its water deliveries on an annual basis to the United States under the treaty between the United States and Mexico regarding the utilization of the Colorado and Tijuana Rivers and of the Rio Grande.

To provide a one-time grant for the operation, security, and maintenance of the National September 11 Memorial & Museum at the World Trade Center to commemorate the events, and honor the victims, of the terrorist attacks of September 11, 2001, and for other purposes.

To develop and disseminate a civic education curriculum and oral history resources regarding certain political ideologies, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide for youth sports, to establish a grant program for recreational youth sports, and for other purposes.

To provide for increased defense cooperation between the United States and Moldova.

To require the Secretary of Agriculture to conduct research relating to measurement, monitoring, reporting, and verification of greenhouse gas emissions and carbon sequestration, and for other purposes.

To assign a resident inspector to certain commercial nuclear power plants to conduct inspections of decommissioning activities and spent nuclear fuel transfer activities.

To require the Secretary of the Treasury to mint coins in recognition of the bicentennial of the Erie Canal.

To amend the Workforce Innovation and Opportunity Act to prioritize programs that provide evidence of performance.

To amend title 38, United States Code, to expand eligibility for entitlement to a headstone or grave marker under the laws administered by the Secretary of Veterans Affairs to certain members of a Reserve of an Armed Force, and for other purposes.
