To amend title 18, United States Code, to repeal prohibitions relating to freedom of access to clinic entrances, and for other purposes.

To amend title 40, United States Code, to clarify that the regulations prescribed by the Capitol Police Board to carry out the law prohibiting the possession of firearms in the United States Capitol Buildings and on the United States Capitol Grounds must take into account the exemption provided under such law for Members, officers, and employees of Congress.

To provide for a right of action against Federal employees for violations of First Amendment rights.

To amend the Internal Revenue Code of 1986 to expand and improve health savings accounts, and for other purposes.

To prohibit the use of Federal funds to hire armed Federal regulatory enforcement officers in certain agencies.

To prohibit certain Federal activity with respect to the promotion of Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Pride Month and the display of flags representing sexual orientation or gender identity on Federal property or grounds, and for other purposes.

To clarify the inability of the President to declare national emergencies under the National Emergencies Act, major disasters or emergencies under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, and public health emergencies under the Public Health Service Act on the premise of climate change, and for other purposes.
