To amend the Education Sciences Reform Act of 2002 to establish a National Center for Advanced Development in Education at the Institute for Education Sciences, and for other purposes.

To amend the Internal Revenue Code of 1986 to support upgrades at existing hydroelectric dams in order to increase clean energy production, improve the resiliency and reliability of the United States electric grid, enhance the health of the Nation’s rivers and associated wildlife habitats, and for other purposes.

To amend the Internal Revenue Code of 1986 to eliminate certain fuel excise taxes and impose a tax on greenhouse gas emissions to provide revenue for maintaining and building American infrastructure, and for other purposes.

To amend the Justice for United States Victims of State Sponsored Terrorism Act to provide rules for payments to Havlish Settling Judgment Creditors.

To amend the Homeland Security Act of 2002 to establish Regional School Safety Development Centers to provide consultation for schools to develop or improve a school safety plan based on evidence-based best practices, and for other purposes.

Expressing the sense of the House of Representatives that the Russian Federation’s status as a permanent member of the United Nations Security Council contravenes the spirit and purpose of the United Nations, that the rights and privileges it enjoys in that role be limited, suspended, or terminated, and that the Republic of India be appointed as a permanent member of the United Nations Security Council with all the rights and privileges of the position.

To amend the Age Discrimination in Employment Act of 1967 and other laws to clarify appropriate standards for Federal employment discrimination and retaliation claims, and for other purposes.

To establish the Commission to Study Acts of Antisemitism in the United States.

Supporting the goals of World AIDS Day.

To reauthorize the Director of the United States Holocaust Memorial Museum to support Holocaust education programs, and for other purposes.

Recognizing November 2023 as National Family Caregivers Month.

To amend title 38, United States Code, to provide for a definition of establishment, determination, or adjustment of employee compensation for purposes of the collective bargaining of certain Department of Veterans Affairs employees.

To combat illegal deforestation by prohibiting the importation of products made wholly or in part of certain commodities produced on land undergoing illegal deforestation, and for other purposes.

To amend the Federal Food, Drug, and Cosmetic Act to ban the use of intentionally added perfluoroalkyl or polyfluoroalkyl substances in cosmetics, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide credits for the production of renewable chemicals and investments in renewable chemical production facilities, and for other purposes.

Reaffirming German-American friendship and supporting continued cooperation between the United States and Germany.

Expressing support for a whole child approach to education and recognizing the role of parents, educators, and community members in providing a whole child approach to education for each student.

Designating November 2023 as National Homeless Children and Youth Awareness Month.

To amend title XVIII of the Social Security Act to limit the penalty for late enrollment under part B of the Medicare Program to 15 percent and twice the period of no enrollment, and to exclude periods of COBRA, retiree, and VA coverage from such late enrollment penalty.
