To amend the Foreign Intelligence Surveillance Act of 1978 to reform certain authorities and to provide greater transparency and oversight.

To require the Administrator of the Transportation Security Administration and the Administrator of the Federal Aviation Administration to jointly issue regulations relating to air carrier transport of human organs, and for other purposes.

To amend title 23, United States Code, to establish an axle weight tolerance for certain commercial motor vehicles transporting dry bulk goods, and for other purposes.
