To amend Federal law to remove the terms mentally retarded and mental retardation, and for other purposes.

To amend the Family and Medical Leave Act of 1993 to permit leave for bone marrow or blood stem cell donation, and for other purposes.

To require the Secretary of Health and Human Services to maintain a peer-to-peer support line to provide emotional support, information, brief intervention, and mental health resources to youth who are experiencing stress or who are at risk of, or affected by, mental health disorders, and to establish a grant program for local educational agencies to employ school-based mental health coordinators.

To provide greater support for grandfamilies and older caregiver relatives.

To authorize the Attorney General to make grants to States and localities to provide the right to counsel in civil actions related to eviction, and for other purposes.

To designate the facility of the United States Postal Service located at 5120 Derry Street in Harrisburg, Pennsylvania, as the Hettie Simmons Love Post Office Building.

To amend title 5, United States Code, to limit the number of local wage areas allowable within a General Schedule pay locality.

To authorize the Secretary of Agriculture to provide rural partnership program grants and rural partnership technical assistance grants, and for other purposes.

To amend the Richard B. Russell National School Lunch Act with respect to reimbursements under the child and adult care food program, and for other purposes.

To amend the Internal Revenue Code of 1986 to include individuals receiving Social Security disability benefits under the work opportunity credit, increase the work opportunity credit for vocational rehabilitation referrals, qualified SSI recipients, and qualified SSDI recipients, expand the disabled access credit, and enhance the deduction for expenditures to remove architectural and transportation barriers to the handicapped and elderly.

To amend the Internal Revenue Code of 1986 to provide for a refundable adoption tax credit.

To amend section 508 of the Rehabilitation Act of 1973 to require each Federal department or agency to have a compliance officer to ensure the department or agency is meeting the requirements of such section.

To amend title XIX of the Social Security Act to ensure health insurance coverage continuity for former foster youth.

To amend the Higher Education Act of 1965 to provide formula grants to States to improve higher education opportunities for foster youth and homeless youth, and for other purposes.

To amend subpart 1 of part B of title IV of the Social Security Act to support the mental health and well-being of children and youth in, and formerly in, foster care, and for other purposes.

To amend title XIX of the Social Security Act to make all children eligible for Medicaid from birth until age 19, to require States to automatically enroll children under age 19 in the State Medicaid program, and for other purposes.

To designate the facility of the United States Postal Service located at 101 South 8th Street in Lebanon, Pennsylvania, as the Lieutenant William D. Lebo Post Office Building.

To amend title II of the Social Security Act to increase survivors benefits for disabled widows, widowers, and surviving divorced spouses, and for other purposes.

To authorize the Secretary of Health and Human Services to award grants to regional biocontainment laboratories for maintaining surge capacity for purposes of responding to outbreaks of infectious diseases or acts of bioterrorism.

To amend the Internal Revenue Code of 1986 to provide matching payments for ABLE account contributions by certain individuals, and for other purposes.
