To create requirements relating to memorials submitted pursuant to Article V of the Constitution of the United States, and for other purposes.

To amend the Fair Labor Standards Act of 1938 to revise the definition of the term tipped employee, and for other purposes.

To establish the Federal Rainy Day Fund to control emergency spending.

To amend title 18, United States Code, to provide enhanced penalties for convicted murderers who kill or target America’s public safety officers.

To amend title VII of the Civil Rights Act of 1964 to require the Equal Employment Opportunity Commission to approve commencing, intervening in, or participating in certain litigation, and for other purposes.

To amend title 38, United States Code, to strengthen benefits for children of Vietnam veterans born with spina bifida, and for other purposes.

To amend title 5, United States Code, to provide for the termination of certain retirement benefits for Members of Congress, except the right to continue participating in the Thrift Savings Plan, and for other purposes.

To allow Members of Congress to opt out of the Federal Employees Retirement System, and allow Members who opt out of the Federal Employees Retirement System to continue to participate in the Thrift Savings Plan.
