To amend the Federal Food, Drug, and Cosmetic Act to establish a time-limited conditional approval pathway, subject to specific obligations, for certain drugs and biological products, and for other purposes.

To require the Administrator of the Small Business Administration to ensure that the small business regulatory budget for a fiscal year is not greater than zero, and for other purposes.

To amend the Clean Air Act to repeal the natural gas tax.

To provide for the discharge of parent borrower liability if a student on whose behalf a parent has received certain student loans becomes disabled.

To amend the Higher Education Act of 1965 to improve the financial aid process for homeless and foster care youth.

To amend the Internal Revenue Code of 1986 to repeal the credit for new clean vehicles, and for other purposes.

To withhold Federal funding from any college or university that employs illegal aliens on campus.

To amend the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office to provide to Congress information on payments from the Old-Age and Survivors Insurance Trust Fund and the Disability Insurance Trust Fund, and for other purposes.

To require the Secretary of Commerce to reimpose duties on steel imported into the United States from Mexico, and for other purposes.

To require the Secretary of Homeland Security to take into custody aliens who have been charged in the United States with theft, and for other purposes.

To amend title 28, United States Code, to clarify that international organizations are not immune from the jurisdiction of the courts of the United States in certain cases related to terrorism.

To direct the Secretary of Labor to freeze the existing adverse effect wage rate applicable to H–2A nonimmigrants through December 31, 2025.

To amend the Communications Act of 1934 to provide for additional prohibitions and enhanced penalties for providing or possessing wireless communications devices in detention facilities, and for other purposes.

To prohibit the Secretary of Health and Human Services from restricting funding for pregnancy centers.

To require a citizenship question on the decennial census, to require reporting on certain census statistics, and to modify apportionment of Representatives to be based on United States citizens instead of all persons.
