To amend title 35, United States Code, to invest in inventors in the United States, maintain the United States as the leading innovation economy in the world, and protect the property rights of the inventors that grow the economy of the United States, and for other purposes.

To amend the Food Security Act of 1985 to modify the conservation reserve enhancement program.

To establish an artificial intelligence commission, and for other purposes.

To amend the Internal Revenue Code of 1986 to require certain contract terms in contracts relating to wind turbines on land not owned by the taxpayer as a requirement in order to claim the credit relating to electricity produced from certain renewable resources.

To amend the Controlled Substances Act to prohibit certain acts related to fentanyl, analogues of fentanyl, and counterfeit substances, and for other purposes.

To provide for the designation of the Russian Federation as a state sponsor of terrorism.

To amend the Internal Revenue Code of 1986 to facilitate water leasing and water transfers to promote conservation and efficiency.

To require the Office of Government Ethics to establish and maintain a centralized database for executive branch ethics records of noncareer appointees.

To prohibit Federal funding of State firearm ownership databases, and for other purposes.

To amend title 5, United States Code, to prohibit qualified professional asset managers from exercising voting rights associated with the ownership of securities by the Thrift Savings Fund.

To require agencies to repeal existing regulations before issuing a new regulation, and for other purposes.

To amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes.

To amend the Sherman Act to make oil-producing and exporting cartels illegal.

To amend the Federal Deposit Insurance Act to clarify that the Federal Deposit Insurance Corporation and appropriate Federal regulators have the authority to claw back certain compensation paid to executives.

To prohibit the use of Federal funds to launch a nuclear weapon using an autonomous weapons system that is not subject to meaningful human control, and for other purposes.

To amend the Education Amendments of 1972 to provide that for purposes of determining compliance with title IX of such Act in athletics, sex shall be recognized based solely on a person’s reproductive biology and genetics at birth.

To provide for the closure and disposal of the Pueblo Chemical Depot, Pueblo County, Colorado.

To prohibit discrimination against individuals with disabilities who need long-term services and supports, and for other purposes.

Supporting the designation of April 2023 as National Native Plant Month.

To award a Congressional Gold Medal to the Hmong people, in recognition of their highly distinguished service in the Vietnam war and the fight against communism.
