To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to furnish headstones and markers for certain veterans for whom urns were previously furnished when such veterans are interred with other eligible individuals, and for other purposes.

To amend the Energy Policy Act of 2005 to update the Federal purchase requirement to ensure the use of 100 percent renewable energy by 2050, and for other purposes.

To require the designation of composting as a conservation practice and activity, and to provide grants and loan guarantees for composting facilities and programs, and for other purposes.

FEMA Temporary Housing Assistance Improvement Act

Recognizing the roles and contributions of military animals and their valiant human handlers for bravery in both war and peace, and acknowledging the importance of honoring their valor and meritorious achievements.

To amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to establish the Climate Scientific Research Advisory Committee and the Rural Climate Alliance Network, and for other purposes.

To require the Natural Resources Conservation Service to review the national conservation practice standards, taking into consideration climate benefits, and for other purposes.

To require a study of the barriers to conservation practice adoption on leased agricultural land, and for other purposes.

To award grants to States to establish or improve, and carry out, Seal of Biliteracy programs to recognize high-level student proficiency in speaking, reading, and writing in both English and a second language, and early language programs.

To support the sustainable aviation fuel market, and for other purposes.

To amend title 38, United States Code, to increase the maximum age for children eligible for medical care under the CHAMPVA program, and for other purposes.

To amend title 5, United States Code, to provide that dependent children under the age of 26 are eligible for coverage under the Federal Employees Dental and Vision Insurance Program, and for other purposes.

To amend title 38, United States Code, to increase the mileage rate offered by the Department of Veterans Affairs through their Beneficiary Travel program for health related travel, and for other purposes.

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide for the eligibility of Transportation Security Administration employees to receive public safety officers death benefits, and for other purposes.

To amend the Internal Revenue Code of 1986 to make permanent the exclusion from gross income of discharge of qualified principal residence indebtedness.

To amend the Internal Revenue Code of 1986 to make permanent the deduction for mortgage insurance premiums.
