Recognizing August 11, 2023, as the 50th anniversary of hip-hop.

To amend the Higher Education Act of 1965 to prohibit institutions of higher education participating in Federal student assistance programs from giving preferential treatment in the admissions process to legacy students or donors.

To require the Commissioner of the Social Security Administration to produce and make available at no cost to certain individuals in the United States an identification for the purpose of allowing such individuals to meet certain identification requirements, and for other purposes.

To provide for increases in the Federal minimum wage, and for other purposes.

To direct the Secretary of Housing and Urban Development to establish a grant program for planting of qualifying trees in eligible areas, and for other purposes.

To amend the Higher Education Act of 1965 to authorize the Secretary of Education to make grants to institutions of higher education to provide free meals to low-income students through existing on-campus meal programs, and for other purposes.

To amend title XIX of the Social Security Act to streamline enrollment under the Medicaid program of certain providers across State lines, and for other purposes.

To prohibit the imposition of the death penalty for any violation of Federal law, and for other purposes.

To protect our Social Security system and improve benefits for current and future generations.

To amend the Fair Credit Reporting Act to prohibit consumer reporting agencies that furnish consumer reports for tenant screening purposes from providing certain information, to establish duties of users of consumer reports for housing purposes, and for other purposes.

To increase access to pre-exposure prophylaxis to reduce the transmission of HIV.

Expressing opposition to the use of State power against people in the United States seeking essential health care, including criminalization of the full range of sexual and reproductive health care such as abortion, gender-affirming care, and contraceptive care, and disapproving of State punishment of people for their pregnancy outcomes.

To amend the Internal Revenue Code of 1986 to clarify that all provisions shall apply to legally married same-sex couples in the same manner as other married couples, and for other purposes.

To improve response to, and preparation for, heat waves and extreme heat, and for other purposes.

To expand access to abortion care.

To prohibit discrimination on the basis of sex, gender identity, and sexual orientation, and for other purposes.

To authorize grants to eligible entities to pay for travel-related expenses and logistical support for individuals with respect to accessing abortion services, and for other purposes.

To repeal the Protection of Lawful Commerce in Arms Act, and provide for the discoverability and admissibility of gun trace information in civil proceedings.

Recognizing that the United States has a moral obligation to meet its foundational promise of guaranteed justice for all.

To establish a United States Commission on Hate Crimes to study and make recommendations on the prevention of the commission of hate crimes, and for other purposes.
