To require the Secretary of Commerce to conduct a public awareness and education campaign to provide information regarding the benefits of, risks relating to, and the prevalence of artificial intelligence in the daily lives of individuals in the United States, and for other purposes.

To reauthorize grants to the Girl Scouts of the United States of America, the Boy Scouts of America, the National 4–H Council, and the National FFA Organization to establish pilot projects to expand the programs carried out by the organizations in rural areas and small towns, and for other purposes.

To authorize additional district judges for the district courts and convert temporary judgeships.

To amend the Higher Education Act of 1965 to require the standards for accreditation of an institution of higher education to assess the institution's adoption of admissions practices that refrain from preferential treatment in admissions based on an applicant's relationship to alumni of, or donors to, the institution, to authorize a feasibility study on data collection, and for other purposes.

To establish and expand child care programs for parents who work nontraditional hours, and for other purposes.

To amend the National Quantum Initiative Act to make certain additions relating to quantum modeling and simulation, and for other purposes.

To grant certain authorities to the President to combat economic coercion by foreign adversaries, and for other purposes.

To direct the Secretary of Labor to award grants to develop, administer, and evaluate early childhood education apprenticeships, and for other purposes.

To provide a consumer protection framework necessary to support the growth of accessible, affordable, and accountable financing options for postsecondary education, and for other purposes.
