To amend the Federal Power Act to authorize the allocation of the costs of certain interstate electric power transmission lines and electric power transmission lines that are located offshore, and for other purposes.

To amend the Food and Nutrition Act of 2008 to permit States to record in writing that applicants for supplemental nutrition assistance program benefits have signed an application through a recorded verbal assent over the telephone.

To amend the Food Security Act of 1985 to clarify land eligible for enrollment in the conservation reserve program.

To amend the Higher Education Act of 1965 to eliminate interest on student loans, establish the Education Affordability Trust Fund, increase annual and aggregate loan limits, and for other purposes.

To amend the Higher Education Act of 1965 to authorize the Secretary of Education to make grants to institutions of higher education to provide free meals to low-income students through existing on-campus meal programs, and for other purposes.

To direct the Secretary of Veterans Affairs to take actions necessary to ensure that certain individuals may update the burn pit registry with the cause of death of a registered individual, and for other purposes.

To direct the Secretary of Defense to establish an outreach program to inform members of the Armed Forces assigned to work near burn pits of the risks of toxic exposure, and for other purposes.

To direct the Under Secretary of Defense for Acquisition and Sustainment to submit to Congress a report on incinerators and waste-to-energy waste disposal alternatives to burn pits.

To promote competition in the area of digital energy management tools, enhance consumer access to electric energy and natural gas information, allow for the development and adoption of innovative products and services to help consumers, organizations, and governments manage their energy usage, reduce greenhouse gas emissions, and improve electric grid reliability, and for other purposes.

To amend the Farm Security and Rural Investment Act of 2002 to modify provisions relating to the rural energy savings program.

To amend the Agricultural Act of 2014 with respect to the Acer access and development program, and for other purposes.

To amend the Rural Electrification Act of 1936 to establish the ReConnect program under that Act, and for other purposes.

To amend the Farm Security and Rural Investment Act of 2002 to expand the national organic certification cost-share program into a comprehensive organic program, and for other purposes.

To require the Secretary of Agriculture to establish a program to provide support on the use of industrial heat pumps, and for other purposes.

To amend the Plant Protection Act for purposes of mitigating the threat of invasive species, and for other purposes.

To amend title XIX of the Social Security Act to improve transparency and prevent the use of abusive spread pricing and related practices in the Medicaid program.
