To direct the National Institute of Justice to collect, study, and analyze data on incidents in which children have been seriously harmed or killed by law enforcement officers who were acting in their capacity as law enforcement officers.

To protect against illicit oil shipments, and for other purposes.

To amend title 38, United States Code, to codify the authority of the Secretary of Veterans Affairs to assign a disability rating of total to a veteran by reason of unemployability, and for other purposes.

To amend the Housing and Community Development Act of 1974 to set aside community development block grant amounts in each fiscal year for grants to local chapters of veterans service organizations for the renovation, rehabilitation, and modernization of local chapter facilities.

To provide that chapter 1 of title 9 of the United States Code, relating to the enforcement of arbitration agreements, shall not apply to enrollment agreements made between students and certain institutions of higher education, and to prohibit limitations on the ability of students to pursue claims against certain institutions of higher education.

To amend the Foreign Assistance Act of 1961 to include information in the International Narcotics Control Strategy Report on improvements by countries in combating narcotics-related money laundering, to require a report on the consistency of Bank Secrecy Act examinations, and for other purposes.

To require the Secretary of the Treasury to instruct the United States Executive Directors at the international financial institutions to advocate for investment in projects that decrease reliance on Russia for agricultural commodities.

To facilitate the development of fair and affordable housing, decrease housing costs, and for other purposes.

To provide downpayment assistance to first-generation homebuyers to address multigenerational inequities in access to homeownership and to narrow and ultimately close the racial homeownership gap in the United States, and for other purposes.

To provide a path to end homelessness in the United States, and for other purposes.

To amend the Financial Stability Act of 2010 to apply the enhanced supervision and prudential standards applicable under such Act with respect to bank holding companies to large banks that do not have a bank holding company, and for other purposes.

To provide Federal financial regulators with clawback authority over executive compensation and additional industry prohibition and civil money penalty authority with respect to executives whose negligence caused financial loss to the applicable financial institution, and for other purposes.

To prohibit stock sales by senior bank executives in certain circumstances.

To amend the Federal Reserve Act to add additional demographic reporting requirements, to modify the goals of the Federal Reserve System, and for other purposes.

To amend the Securities Exchange Act of 1934 to require the Advocate for Small Business Capital Formation to provide educational resources and host events to promote capital raising options for traditionally underrepresented small businesses, and for other purposes.

To accord securities issued by the International Development Association the same exemption from the securities laws that applies to the securities of other multilateral development banks in which the United States is a member.
