PROTECT Students Act of 2025

Major Richard Star Act

To amend the Federal Deposit Insurance Act and the Federal Credit Union Act to authorize a temporary transaction account guarantee program, expand deposit and share insurance to cover business payment accounts, and for other purposes.

To expand and enhance consumer, student, servicemember, and small business protections with respect to debt collection practices, and for other purposes.

To require the financial regulators to carry out studies on the realized and potential benefits of artificial intelligence, and for other purposes.

To require the Federal financial agencies to carry out a study and report on standardized descriptions for vendor-provided artificial intelligence systems, and for other purposes.

To enhance the operations and accountability of international financial institutions, strengthen support for low-income countries, and promote human rights and environmental standards in global financial projects.

To make reforms to provide support for minority depository institutions, community development financial institutions, and minority lending institutions to promote and advance communities of color through inclusive lending, and for other purposes.

To hold law enforcement accountable for misconduct in court, improve transparency through data collection, and reform police training and policies.

To amend title 38, United States Code, and the United States Housing Act of 1937, to make certain improvements to the supported housing program for veterans commonly known as HUD-VASH.

To prohibit discrimination based on an individual’s texture or style of hair.

To establish the Proprietary Education Interagency Oversight Coordination Committee and facilitate the disclosure and reporting of information regarding complaints and investigations related to proprietary institutions of higher education eligible to receive Federal education assistance.

To amend the Housing and Community Development Act of 1974 to set aside community development block grant amounts in each fiscal year for grants to local chapters of veterans service organizations for the renovation, rehabilitation, and modernization of local chapter facilities.

To amend title 38, United States Code, to codify the authority of the Secretary of Veterans Affairs to assign a disability rating of total to a veteran by reason of unemployability, and for other purposes.

To amend title 38, United States Code, to improve the benefits furnished by the Secretary of Veterans Affairs to certain individuals who served in the forces of the Philippines and the Philippine Scouts.

To provide downpayment assistance to first-generation homebuyers to address multigenerational inequities in access to homeownership and to narrow and ultimately close the racial homeownership gap in the United States, and for other purposes.

To facilitate the development of fair and affordable housing, decrease housing costs, and for other purposes.

To prohibit discrimination on the basis of sex, gender identity, and sexual orientation, and for other purposes.

To provide a path to end homelessness in the United States, and for other purposes.

To provide Federal financial regulators with clawback authority over executive compensation and additional industry prohibition and civil money penalty authority with respect to executives whose negligence caused financial loss to the applicable financial institution, and for other purposes.
