To amend the Higher Education Act of 1965 to require additional information in disclosures of foreign gifts and contracts from foreign sources, restrict contracts with certain foreign entities and foreign countries of concern, require certain staff and faculty to report foreign gifts and contracts, and require disclosure of certain foreign investments within endowments.

To provide that an individual may not serve as an employee in the executive branch for longer than 12 years, except for Presidential appointees, law enforcement officers, members of the military, and employees of the Department of Defense.

To provide for a biennial budget process and a biennial appropriations process and to enhance oversight and the performance of the Federal Government.

To amend the Elementary and Secondary Education Act of 1965 to remove a prohibition on the use of funds relating to the provision of a dangerous weapon or training in the use of a dangerous weapon.
