Veterans’ Assuring Critical Care Expansions to Support Servicemembers (ACCESS) Act of 2025

To increase access to agency guidance documents.

To extend the customs waters of the United States from 12 nautical miles to 24 nautical miles from the baselines of the United States, consistent with Presidential Proclamation 7219.

To amend the mission statement of the United States Military Academy to include the phrase “Duty, Honor, Country”.

To amend the Internal Revenue Code of 1986 to make permanent the deduction for qualified business income.

To require each agency to evaluate the permitting system of the agency, to consider whether permitting by rule could replace that system, and for other purposes.

To designate the area between the intersections of 16th Street, Northwest and Fuller Street, Northwest and 16th Street, Northwest and Euclid Street, Northwest in Washington, District of Columbia, as Oswaldo Payá Way.

To require the Committee on Foreign Investment in the United States to review any purchase or lease of real estate near a military installation or military airspace in the United States by a foreign person connected to or subsidized by the Russian Federation, the People's Republic of China, the Islamic Republic of Iran, or the Democratic People's Republic of Korea, and for other purposes.

To require agencies submit zero-based budgets.

To prohibit taxpayer funded abortions.

PLO and PA Terror Payments Accountability Act of 2025

To amend the Defense Production Act of 1950 to prevent harm and disruption to the United States agriculture industry by protecting against foreign influence over agriculture production and supply chains, and for other purposes.

To designate Ansarallah as a foreign terrorist organization and impose certain sanctions on Ansarallah, and for other purposes.

To clarify the country of origin of certain articles imported into the United States for purposes of certain trade enforcement actions.

To amend the Internal Revenue Code of 1986 to permit kindergarten through grade 12 educational expenses to be paid from a 529 account.

To amend the Revised Statutes to codify the defense of qualified immunity in the case of any action under section 1979, and for other purposes.

To amend title 41, United States Code, to prohibit the Federal Government from entering into contracts with an entity that discriminates against firearm or ammunition industries, and for other purposes.

To provide that the Secretary of Commerce shall not issue an interim or final rule or Secretarial Amendment that includes an area or bottom closure in the South Atlantic for species managed under the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region until the South Atlantic Great Red Snapper Count study is complete and the data related to that study is integrated into the stock assessment.

To amend title 38, United States Code, to provide for disciplinary procedures for supervisors and managers at the Department of Veterans Affairs and to modify the procedures of personnel actions against employees of the Department, and for other purposes.

To provide remedies to members of the Armed Forces discharged or subject to adverse action under the COVID–19 vaccine mandate.
