To reform the use of solitary confinement and other forms of restrictive housing in the Bureau of Prisons and the United States Marshals Service, and for other purposes.

To limit the use of solitary confinement and other forms of restrictive housing in immigration detention, and for other purposes.

To amend title 28, United States Code, to provide for the random assignment of certain cases in the district courts of the United States.
