CREATE Act

To amend Public Law 119–21 to repeal the prohibition on making payments under the Medicaid program to certain entities.

To authorize the appropriation of funds to the Centers for Disease Control and Prevention for conducting or supporting research on firearms safety or gun violence prevention.

To amend title 10, United States Code, to improve dependent coverage under the TRICARE Young Adult Program.

To ensure that certain assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act is available for flood-damaged basements, and for other purposes.

To support the establishment or expansion and operation of programs using a network of public and private community entities to provide mentoring for children and youth with experience in foster care.

To amend the Internal Revenue Code of 1986 to provide a reduced rate of tax for corporations that maintain a plan for distributing equity to employees, and for other purposes.

To amend the Internal Revenue Code of 1986 to provide for a first-time homebuyer credit, and for other purposes.

Resident Physician Shortage Reduction Act of 2025

To amend section 249 of the Immigration and Nationality Act to render available to certain long-term residents of the United States the benefit under that section.

To safeguard the humane treatment of pregnant and postpartum women by ensuring the presumption of release and prohibiting shackling, restraining, and other inhumane treatment, and for other purposes.

To amend the Federal Rules of Evidence to limit the admissibility of evidence of a defendant’s creative or artistic expression against such defendant, and for other purposes.

Ally’s Act

To take measures with respect to certain property that is nationalized or expropriated by certain foreign governments, to amend section 301 of the Trade Act of 1974 to include expropriation of the assets of United States persons in acts, policies, and practices of foreign countries that are unreasonable or discriminatory, and for other purposes.

To direct the Secretary of Labor to award grants to States for the purpose of providing subgrants to eligible entities for education and technical training on how to perform cosmetology services on textured hair.

To amend title XVIII of the Social Security Act to require the provision of certain information with respect to breast reconstruction surgery under the Medicare program.

To amend title 38, United States Code, to ensure that the Secretary of Veterans Affairs furnishes certain non-opioid pain medications to veterans, and for other purposes.

To amend title XIX of the Social Security Act to require coverage for certain individual with breast or cervical cancer under the Medicaid program.

To increase market access for Black farmers and socially disadvantaged farmers and ranchers, to ensure civil rights accountability, and for other purposes.

To provide for research and education with respect to uterine fibroids, and for other purposes.
