To amend title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs.

To amend the Higher Education Act of 1965 and the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act to combat campus sexual assault, and for other purposes.

To improve defense cooperation between the United States and the Republic of India.

To reauthorize the Child Care and Development Block Grant Act of 1990, to improve access to relative caregivers, and for other purposes.

To increase support by the United States Government for critical minerals projects outside the United States, and for other purposes.

To prohibit the United States from collaborating with certain foreign countries of concern on fundamental research intended to support the military, intelligence, or security capabilities of the United States, to strengthen the security and integrity of the United States scientific and research enterprise, and for other purposes.

To require the Secretary of Health and Human Services to carry out a public awareness campaign to increase awareness of the importance of father inclusion and engagement in improving overall health outcomes during pregnancy, childbirth, and postpartum, and for other purposes.

To ensure equal protection of the law, to prevent racism in the Federal Government, and for other purposes.

To expand eligibility for Junior Reserve Officers' Training Corps unit participation.

Congratulating the students, parents, teachers, and leaders of charter schools across the United States for making ongoing contributions to education and supporting the ideals and goals of the 25th Annual National Charter Schools Week, to be held May 12 through May 18, 2024.

Condemning the violent, anti-American and anti-Israel protests that are occurring on campuses of institutions of higher education nationwide.

Strongly condemning the rise of antisemitism on campuses of institutions of higher education across the United States.

Designating April 2024 as Financial Literacy Month.

To establish an alternative, outcomes-based process for authorizing innovative, high-quality higher education providers to participate in programs under title IV of the Higher Education Act of 1965.

To establish the Jackie Robinson Ballpark National Commemorative Site in the State of Florida, and for other purposes.
