To amend the Lumbee Act of 1956.

To require the Under Secretary of Commerce for Intellectual Property and Director of the United States Patent and Trademark Office to establish and carry out a pilot program to expedite the examination of applications for certain patents, and for other purposes.

Recognizing the importance of a continued commitment to ending pediatric HIV/AIDS worldwide.

To amend title 36, United States Code, to reform certain proceedings before the United States Center for SafeSport.

Expressing support for designating the week of November 4 through November 10, 2024, as Forensic Nursing Week.

To amend the Patient Protection and Affordable Care Act to reduce fraudulent enrollments in qualified health plans, and for other purposes.

To amend chapter 44 of title 18, United States Code, to prohibit the sale or other disposition of a firearm to, and the possession, shipment, transportation, or receipt of a firearm by, certain classes of high-risk individuals.

Expressing support for the designation of October 1 as National Science Day.

To amend title 10, United States Code, to ensure that members of the Armed Forces and their families have access to the contraception they need in order to promote the health and readiness of all members of the Armed Forces, and for other purposes.

To establish an independent Children’s Commission and position of Commissioner, and for other purposes.

To amend the Public Health Service Act to address the shortage of medical laboratory personnel, and for other purposes.

To direct the Secretary of Education to carry out a grant program for skills-for-success courses for all first-year students enrolled at certain institutions of higher education.

Expressing support for the designation of October 1, 2024, as National Animal Rescue Day to create awareness of the importance of animal adoption, to educate on the importance of spaying and neutering animals, and to encourage animal adoptions throughout the United States.

Commending Big Brothers-Big Sisters of America, the oldest and largest youth mentoring organization in the United States, on its 120th anniversary and the role it has played in empowering millions of young people on a path to graduate with a plan for their future through mentorship that will last a lifetime.

To improve the tracking and processing of security and safety incidents and risks associated with artificial intelligence, and for other purposes.

To direct the Secretary of Defense to ensure that beneficiaries and health care providers receive certain information regarding reproductive health care under the TRICARE program.

To direct the Secretary of Defense to increase the maximum amount of contraceptive supplies provided to a beneficiary through the TRICARE Program.

To direct the Director of the National Institute of Standards and Technology to update the national vulnerability database to reflect vulnerabilities to artificial intelligence systems, study the need for voluntary reporting related to artificial intelligence security and safety incidents, and for other purposes.

To promote the economic security and safety of survivors of domestic violence, dating violence, sexual assault, or stalking, and for other purposes.
