Fair Milk Pricing for Farmers Act

To amend the Food and Nutrition Act of 2008 to expand the eligibility of students to participate in the supplemental nutrition assistance program, establish college student food insecurity demonstration programs, and for other purposes.

To amend the Federal Agriculture Improvement and Reform Act of 1996 and the Federal Crop Insurance Act with respect to transitioning producers from the noninsurance crop assistance program to whole farm revenue insurance.

To eliminate certain subsidies for fossil-fuel production.

Designating March 21, 2024, as National Women in Agriculture Day.

Expressing support for the designation of March 19, 2024, as National Agriculture Day and celebrating the importance of agriculture as one of the most impactful industries in the United States.

To require the Secretary of Agriculture to carry out a study and research and demonstration on agrivoltaic systems and to issue guidance on best practices for protection of soil health and productivity during the siting, construction, operation, and decommissioning of solar energy systems on agricultural land.

To promote innovative practices for soil health through USDA conservation programs, and for other purposes.

To speed up the deployment of electricity transmission and clean energy, with proper input from affected communities, and for other purposes.

To establish a White House Rural Council, and for other purposes.

To amend the Solid Waste Disposal Act to reduce the production and use of certain single-use plastic products and packaging, to improve the responsibility of producers in the design, collection, reuse, recycling, and disposal of consumer products and packaging, to prevent pollution from consumer products and packaging from entering into animal and human food chains and waterways, and for other purposes.

To establish as a permanent program the organic market development grant program of the Department of Agriculture.

To exclude from gross income certain assistance provided to farmers, and for other purposes.

Expressing support for the designation of July 2023 as American Grown Flower and Foliage Month.

To require the Secretary of Agriculture to carry out certain activities relating to research for wood products, and for other purposes.

To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to authorize grants for eligible institutions to carry out agriculture workforce training programs, and for other purposes.

To amend the Department of Agriculture Reorganization Act of 1994 to establish the position of Women Farmers and Ranchers Liaison, and for other purposes.

To establish in the Department of Agriculture an Office of Aquaculture, and for other purposes.

To amend the Farm Security and Rural Investment Act of 2002 to expand the national organic certification cost-share program into a comprehensive opportunities in organic program, and for other purposes.

To amend the Child Nutrition Act of 1966 and the Richard B. Russell National School Lunch Act to make breakfasts and lunches free for all children, and for other purposes.
