To promote long-term economic recovery and job creation in environmental justice communities by providing for investment in catalytic local predevelopment projects for resilient climate infrastructure innovation, to provide assistance to support State and local project development, and for other purposes.

To permit legally married same-sex couples to amend their filing status for tax returns outside the statute of limitations.

To amend the Federal Crop Insurance Act to require research and development regarding a policy to insure wine grapes against losses due to smoke exposure, and for other purposes.

To direct the Administrator of the Environmental Protection Agency to conduct a measurement-based national methane research pilot study to quantify methane emissions from certain oil and gas infrastructure, and for other purposes.
