HALT Fentanyl Act

To amend title 18, United States Code, to provide a means by which nonresidents of a State whose residents may carry concealed firearms may also do so in the State.

To authorize sanctions relating to the production and distribution of illicit synthetic narcotics by the People’s Republic of China.

To amend the Department of Energy Organization Act to secure midstream processing of critical materials, and for other purposes.

To amend the Endangered Species Act of 1973 to optimize conservation through resource prioritization, incentivize wildlife conservation on private lands, provide for greater incentives to recover listed species, create greater transparency and accountability in recovering listed species, and limit reasonable and prudent measures.

To nullify Executive Order 14072 and prohibit the Secretary of Agriculture and the Secretary of the Interior from implementing, administering, or enforcing such Executive Order or any substantially similar executive order.

To designate the bald eagle as the national bird.

To require each agency to evaluate the permitting system of the agency, to consider whether a permit by rule could replace that system, and for other purposes.

To amend the Northern Border Security Review Act to require updates to the northern border threat analysis and northern border strategy, and for other purposes.

To amend the Pittman-Robertson Wildlife Restoration Act to make supplemental funds available for management of fish and wildlife species of greatest conservation need as determined by State fish and wildlife agencies, and for other purposes.

To amend the Agricultural Foreign Investment Disclosure Act of 1978 to establish an additional reporting requirement, and for other purposes.

To amend the Internal Revenue Code of 1986 to repeal the estate and generation-skipping transfer taxes.

To amend the Endangered Species Act of 1973 to provide for protective regulations when a species is listed as an endangered species.

To amend the Internal Revenue Code of 1986 to provide that the 50 percent limitation on the deduction for meal expenses does not apply to meals provided on certain fishing boats or at certain fish processing facilities.

To prohibit the implementation of the Draft Resource Management Plan and Environmental Impact Statement for the Rock Springs RMP Revision, Wyoming, and for other purposes.

To prohibit States or local governments from prohibiting the connection, reconnection, modification, installation, or expansion of an energy service based on the type or source of energy to be delivered, and for other purposes.

To direct the Secretary of the Interior and the Secretary of Agriculture to notify applicants of the completion status of right-of-way applications under section 501 of the Federal Land Policy and Management Act of 1976 and section 28 of the Mineral Leasing Act.

To nullify Presidential Proclamation 10606, establishing Baaj Nwaavjo I’tah Kukveni-Ancestral Footprints of the Grand Canyon National Monument and withdrawing certain land in Arizona from mineral entry, and for other purposes.

To require the Secretary of Energy to withdraw a proposed rule relating to energy conservation standards for consumer water heaters.

To prevent energy poverty and ensure that at-risk communities have access to affordable energy.
