To amend title 28, United States Code, to clarify the availability of Federal habeas corpus relief for a person who is sentenced to death though actually innocent.

To amend the Internal Revenue Code of 1986 to provide for an end date for the credit for certain qualified carbon oxide, and for other purposes.

To authorize grants for emotional support services for incarcerated victims of sexual abuse, and for other purposes.

To amend the Public Health Service Act to authorize a grant program to provide surge capacity for providers faced with increased unmet need for contraceptive care.

To amend the Food Security Act of 1985 to direct the Secretary of Agriculture to provide grants to producers to carry out climate-smart conversion projects, and for other purposes.

To amend title 38, United States Code, to modify authorities relating to the collective bargaining of employees in the Veterans Health Administration.

Expressing support for the designation of September 2024 as Sickle Cell Disease Awareness Month in order to educate communities across the United States about sickle cell disease and the need for research, early detection methods, effective treatments, and preventative care programs with respect to complications from sickle cell disease and conditions related to sickle cell disease.

Expressing support for the designation of the week of September 23 through September 27, 2024, as National Hazing Awareness Week.

To direct the Secretary of Health and Human Services to study and report on the relationship between hair straighteners and uterine cancer, particularly among women of color.

Expressing concern about the spreading problem of book banning and the proliferation of threats to freedom of expression in the United States.

To amend the Internal Revenue Code of 1986 to expand eligibility for the refundable credit for coverage under a qualified health plan.

To prohibit discrimination on the basis of mental or physical disability in cases of organ transplants.

Expressing support for the designation of September 23, 2024, as Mary Church Terrell Day, and calling on Congress to recognize Mary Church Terrell’s lasting contributions to the civil rights and women’s rights movements.

Expressing support for the designation of the week of September 23, 2024, as National Latino Gastronomic Cuisine Week, and celebrating the vibrant and diverse culinary traditions of Latino gastronomy.

To direct the Secretary of Defense to increase the maximum amount of contraceptive supplies provided to a beneficiary through the TRICARE Program.

To amend the Higher Education Act of 1965 to allow borrowers of Parent PLUS loans or loans under section 428B made on behalf of a dependent student to repay such loans pursuant to an income-contingent repayment plan or income-based repayment plan, and for other purposes.

To direct the Secretary of Defense to ensure that beneficiaries and health care providers receive certain information regarding reproductive health care under the TRICARE program.
