Territorial De Minimis Exemption Act

Expressing support for the goals of National Adoption Day and National Adoption Month by promoting national awareness of adoption and the children awaiting families, celebrating children and families involved in adoption, and encouraging the people of the United States to secure safety, permanency, and well-being for all children.

To require the executive branch to develop a whole-of-government strategy to disrupt growing cooperation among the People’s Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People’s Republic of Korea, which are the foremost adversaries of the United States, and mitigate the risks posed to the United States.

To amend the Safe Drinking Water Act to provide grants under the Drinking Water Infrastructure Risk and Resilience Program for training programs relating to protecting public water systems from and responding to cyberattacks, and for other purposes.

Expressing support for the recognition of the month of October 2025 as Filipino American History Month and celebrating the history and culture of Filipino Americans and their immense contributions to the United States.

Dismantle Foreign Scam Syndicates Act

Recognizing the 250th birthday of the United States Navy.

To amend title 38, United States Code, to prohibit an educational institution from withholding a transcript from an individual who pursued a course or program of education at such institution using Post-9/11 educational assistance.

To provide a set-aside of funds for the territories under the health profession opportunity grant program under section 2008 of the Social Security Act, to make the Commonwealth of the Northern Mariana Islands eligible for the grants, and for other purposes.

Making continuing appropriations for military pay in the event of a Government shutdown.

To require an annual report on the advanced semiconductor manufacturing capabilities of the People’s Republic of China.

To direct the Secretary of Commerce to submit reports on strategies regarding the manufacturing of, and research relating to, semiconductors and other similar technologies, and for other purposes.

To direct the Secretary of Commerce to submit reports on strategies regarding the development of, and research relating to, critical artificial intelligence technologies, and for other purposes.

To amend the Food, Conservation, and Energy Act of 2008 to provide mandatory funding from the Commodity Credit Corporation for reimbursement payments to geographically disadvantaged farmers and ranchers, and for other purposes.

Rural Health Clinic Location Modernization Act of 2025

To amend title 10, United States Code, to eliminate the late cost and pricing data submission defense, and for other purposes.

To require a sports diplomacy strategy to strategically leverage the major sporting events being hosted in the United States in the next decade to enhance United States soft power, diplomatic relationships, and global leadership, and for other purposes.

To establish the Pacific Counternarcotics Initiative to assist certain countries with counterdrug interdiction efforts.
