To direct the Comptroller General of the United States to submit to Congress an updated report on the roles, responsibilities, and practices of the Council on Environmental Quality.

To amend the Pittman-Robertson Wildlife Restoration Act to make supplemental funds available for management of fish and wildlife species of greatest conservation need as determined by State fish and wildlife agencies, and for other purposes.

To prohibit the use of Federal funds to allow or study the breach or alteration of the Lower Snake River dams or implement the Columbia Basin Restoration Initiative, and for other purposes.

To amend the Internal Revenue Code of 1986 to repeal the estate and generation-skipping transfer taxes.

To amend the National Landslide Preparedness Act to reauthorize such Act.

To improve recreation opportunities on, and facilitate greater access to, Federal public land, and for other purposes.

To freeze certain Iranian funds involved in the 2023 hostage deal between the United States and Iran, and for other purposes.

Expressing support for the designation of October 1 through October 7, 2023, as National 4–H Week.

To require the Transportation Security Administration to streamline the enrollment processes for individuals applying for a Transportation Security Administration security threat assessment for certain programs, including the Transportation Worker Identification Credential and Hazardous Materials Endorsement Threat Assessment programs of the Administration, and for other purposes.

To amend the Indian Law Enforcement Reform Act to provide for advancements in public safety services to Indian communities, and for other purposes.

To restore employment and educational opportunities in, and improve the economic stability of, counties containing National Forest System land, while also reducing Forest Service management costs, by ensuring that such counties have a dependable source of revenue from timber sales conducted on National Forest System land, to reduce payments under the Secure Rural Schools and Community Self-Determination Act of 2000 to reflect such counties' receipt of timber sale revenues, to strengthen stewardship end result contracting, and for other purposes.

To modernize the hydropower licensing process and to promote next-generation hydropower projects, and for other purposes.

To authorize the Federal Communications Commission to use a system of competitive bidding to grant a license or a permit for use of electromagnetic spectrum and to direct proceeds from such a system of competitive bidding for communications and technology initiatives, and for other purposes.

To provide that construction, rebuilding, or hardening of communications facilities following a major disaster or an emergency related to a wildfire is not subject to requirements to prepare certain environmental or historical preservation reviews.

To direct the Secretary of Veterans Affairs to provide for quarterly town hall meetings for veterans to meet with appropriate employees of the Department of Veterans Affairs at each medical center of the Department.
